EXPERIENCE

As a young person Bill grew up on an irrigated farm SE of Ft Collins, which contributed to his knowledge that was used when determining the consumptive use of irrigation water.  After graduation from CSU he worked in the dairy industry as an industrial engineer prior to entering the U.S. Air Force.  Upon retiring from a 22 year career as a pilot in Air Force Special Operations, he joined his brother at Blatchley Associates Inc. and North Fork Associates.  Duties during this period his work included:  Engineering research, calculations, and review of data pertaining to water rights engineering; administrative management of Blatchley Associates and four other organizations which include a publisher, a limited partnership selling water rights, and two reservoir companies.  Specific duties include calculation of consumptive use of crops, domestic and other uses of water, develop stream and reservoir operational models, negotiation on proposed decrees, field research of crop irrigation, draft and review water purchase contracts, review proposed court applications for various plans for augmentation, review proposed decrees, coordinate with state officials and calculate the appropriate releases for water replacement on various augmentation plans, monitor compliance of end users of water from the various plans, and appraisal of the value of historically used water rights.  Specific examples include developing a simulation model of the Bear Creek Reservoir for six governmental agencies considering the use of storage space within the reservoir, developing accounting forms for reservoir companies for the most effective use of water assets, and the appraisal of the water rights on two South Park ranches.  Modeled the exchange potential in the Turkey Creek Drainage and Firm Yield of Mountain Mutual Reservoir Company’s Bear Creek portfolio.  Presently he is the managing partner of North Fork Associates and will do the engineering, upon request, required to obtain a water court decree using North Fork Associates shares of Mountain Mutual Reservoir Company.

EXPERIENCE

Ron grew up on and developed interest in the many aspects of an irrigated farm SE of Ft. Collins.  Upon graduation from CSU (then Colorado A & M College) he completed his military commitment as an officer in the U. S. Air Force.  After his service he was a safety engineer for U.S. Fidelity and Guaranty Co.  There he did analysis and development of safety programs for contractors and industrial firms; determination of insurability from the engineering standpoint.  As an employee of Tipton and Kalmbach he was a staff hydrologist and design engineer for ground water and reclamation projects in West Pakistan and structure hydrologic design of dams in the U. S. and South America.  As a water resources project engineer for W. W. Wheeler he designed water facilities including dams and associate hydraulic facilities, transmountain collection facilities, pipeline well systems and treatment plants.  In 1969 he started his own business as Blatchley Associates Inc.  There he was involved in all phases of water resources engineering service to governmental agencies, municipalities, industrial and agricultural interests and individuals, which included engineering of the use, management, consumptive use and supply of surface of surface wager and ground water; engineering for water rights filings, evaluations for purchase and sale of water rights, water transfer, change of use and waste water disposal effects on water rights; hydrologic and hydraulic design of dams, wells and flood control facilities; surface and ground water supply and flood hydrology; expert testimony in courts of law and forming of North Fork Associates to sell water rights to entities that needed small quantities to satisfy their needs. He prepared the report titled “Turf Irrigation in Mountainous Areas of Evergreen, Colorado.”  This study determined that the consumptive use of turf grass was much lower than had been used in earlier augmentation plans.  The study used the SCS TR-21 modification to the Blaney Criddle consumptive use method with the Pochop elevation adjustment and the Evergreen turf adjustment
